One-stop shops and new financing perspectives for energy renovation of buildings

In a phase of slowdown in the energy renovation market for buildings, determined by the downsizing of public incentives that had supported its growth, there remains a strong need to improve the energy performance of the national real estate assets. It therefore becomes important to enhance and integrate the analyses and tools developed in previous years – and still being updated – to stimulate private investments in the sector.

In this context, the EU Peers and Renova projects, funded by the EU Life program, join forces under the direction of ENEA and Regione Piemonte to facilitate the meeting between financial institutions, in working groups such as the National Hub coordinated by ENEA, and energy renovation experts, who have in-depth knowledge of the main management obstacles of the entire process: from involving property owners to implementing interventions.
The National Hub operates as the national operational arm of the European Energy Efficiency Financing Coalition (launched by the European Commission), with the aim of creating a common platform that brings together stakeholders in the sector. The goal is to identify intervention strategies and tools that can optimize public support and use it as leverage for mobilizing private capital to achieve the EU's climate objectives for 2030 and 2050.
The One-Stop-Shops must play a role as facilitators in accessing financial instruments made available by States (EPBD 2024/1275 art. 17 (18), both through the aggregation of projects to improve their bankability, and by ensuring the quality of renovation paths, thus reducing the risk of intervention failure.

During the workshop, proposals for financial instruments dedicated to the energy renovation of buildings will be analyzed, focusing in particular on the role of One-Stop-Shops in overcoming currently existing barriers.
